City man arrested for handful of petty crimes now facing 15 years on drug rap

DOVER - A city man arrested by Rochester Police at least eight times this year is facing up to 15 years in prison following his indictment earlier this month on drug possession charges.

Cecil H Plaisted, 45, of Washington Street, is accused of possessing a quantity of cocaine in Dover on March 4. Because he has been convicted of drug possession in the past, the complaint was raised to a Class A felony, which carries a sentence of 7 and a half to 15 years in state prison.

Plaisted's Rochester arrests this year include

In May for violating bail conditions and an EBW for driving without a license.

In July for srrest on a earrant

In August for Criminal Trespass

Twice in October:

once on a Capias and drug possession

and once on drug possession

The Strafford County grand jury indictments were handed down earlier this month and released to the public on Monday.

An indictment is not an indication of guilt, rather that enough evidence has been presented to a grand jury to move forward to trial.
