City officials seeking requests for proposals to develop Care Pharmacy property

ROCHESTER - City officials today released Requests for Proposals seeking developers want to redevelop the 6.6 acres of city-owned land known as the Care Pharmacy tract, which comprises 161 South Main St. and 7-17 Sawyer Ave.
The RFP is looking for the creation of a multi-use development including all six adjoining parcels, which are being offered together for a single purchase.
The City Council approved the taxpayer-funded $3.3 million purchase on May 6. The six parcels include vacant commercial buildings, residential structures, and undeveloped land. The City of Rochester has also spent additional taxpayer funds on site preparation.
"Ideal proposals would feature mixed-use construction, combining residential and commercial" and that "affordable housing is encouraged," city officials said in a statement.
The $3.3 million purchase price was taken from the city's unassigned fund balance, which can also be used to lower property taxes or used for emergencies. Expenditure from the fund requires a two-third vote. The vote to make the purchase was unanimous.
Location in the downtown means the buyer will be able to apply for 79-E tax breaks that allow them to only pay taxes on the undeveloped property assessment for a number of years, usually between five and 10.
The application of 79-E tax breaks has become a point of contention for many in the city, who say tax breaks for multimillion-dollar development companies are being paid for by hardworking taxpayers who are struggling to make ends meet in today's volatile economy.
