ROCHESTER - A city woman was arrested on Friday in a shoplifting incident at Walmart in Rochester.
Spenser English, 21, 7 Glen St., was charged with a misdemeanor level offense of Willful Concealment and was bailed and released on personal recognizance pending her arraignment next month in the 7th Circuit District Division Rochester Court.
