Is new county nursing home for the payers or the poor?

To the editor:
Strafford County is looking to build a new nursing home for $142 million-$170 million. The current facility has 212 beds (as will the new one) and according to the 2022 County Report "almost all of the current residents are financially destitute."
Because of the demand for care, there is currently a year wait or longer to get a county bed.
An idea is being floated by county officials that the new nursing home should compete with private care facilities to attract more paying customers. But more paying customers will mean less available room and care for the needy.
Should the new county nursing home cater more to paying residents and less to financially destitute residents?
I think they should take care of the county's needy first
