Rochester man arrested for lewdness in front of City Hall

ROCHESTER - A Rochester man was arrested on charges of indecent exposure and gross lewdness after police found him in front of City Hall with his pants down and genitals exposed on Monday.

The arrest occurred around 3 p.m. as officers were dispatched to the area by the bus stop "for an intoxicated male with his pants down," Rochester Police Capt. Todd Pinkham said on Thursday.

Pinkham clarified that the subject, Phillip L Rideout, 63, of Farmington Road, was not urinating or gesturing sexually.

The charge is a Class B misdemeanor, which can result in a fine but no jail time.

In October Rideout was indicted in the theft of artwork from the Rochester Museum of Fine Arts exhibit at the James W. Foley Memorial Community Center, a charge that can carry a three and a half to seven-year prison stint.

A dispositional conference (counsel only) in the theft case was scheduled for Rideout today at Strafford County Superior Court.
