Body cams herald a new era of transparency in Rochester policing

ROCHESTER - A new era for policing began in the city on Monday.

That's when the Rochester Police Department began its deployment of body-worn cameras for all patrol officers.

The cameras record audio and video footage when activated during various law enforcement functions, including traffic stops and arrest situations.

It's all about transparency, accountability and trust, said Deputy Chief Andrew Swanberry.

"We are committed to enhancing transparency and building trust within our community," he said. "The introduction of body-worn cameras is a positive step forward in achieving these goals."

The recordings serve as valuable resources for investigations and evidence collection. Swanberry underscores the impact of these cameras, saying, "The recordings will not only provide a clear account of events but also protect the rights of all parties involved."

Community caretaking functions, such as performing well-being checks or reuniting a lost child with their parent will not be recorded, police say.

The cameras will be prominently displayed on officers' outer garments and will feature a red indicator light when activated, making it evident to the public that recording is in progress.

Swanberry said the implementation of body cams is a win-win.

"We are excited to have this technology out on the street to help us protect and serve this community," he said. "These cameras are a proactive measure that will benefit both our officers and the residents of Rochester."

Rochester Police Capt. Todd Pinkham said the body cams will also be worn by detectives.
