City's HR chief promoted to deputy chief administrative officer

ROCHESTER - Rochester's Human Resources Director Kim Conley has been promoted to Deputy Chief Administrative Officer for the city. The promotion became effective last month.

Conley will directly support the city manager in developing and implementing goals and objectives, administering employee relations, and assisting with city projects, change and risk management, and process improvement initiatives, that provide efficient and effective delivery of services to the community, according to a statement sent out today.

Responsibilities include overseeing various departments, including Human Resources, Payroll, City Clerk's Office, Information Technology, and Welfare.

Conley holds a bachelor's degree in Human Resource Management and Adult Education, along with a master's in Legal Studies focusing on Employment Law. With 16 years of HR experience, she began as an HR assistant at the SAU in Rochester, progressing to roles like Human Resource Coordinator at the Kingston School District, HR Manager at Hampton SAU21, and ultimately serving as the HR Manager for USconnect, overseeing HR operations for seven companies across five states.

City Manager Katie Ambrose says Conley has already made a significant impact in the city as Director of Human Resources and will bring a wealth of experience in employment law, risk management, data analysis, policy, and employee relations to the position.

"Her leadership has been key to the attainment of several operational goals and the implementation of numerous successful programs and initiatives," said Ambrose. "I look forward to what she will achieve in this strategic leadership role for Rochester."

Conley says she's looking forward to serving the City of Rochester as the new Deputy Chief Administrative Officer, stating "I worked in the SAU for about 11 years and then left to explore other career advancement opportunities. Now that I'm back in Rochester, I feel like I'm home again, and the relationships I've built have only become stronger. I'm proud to serve the community in this new capacity and look forward to supporting the city manager in her administrative endeavors."
