ROCHESTER – The city’s Code and Ordinances board on Thursday rejected a controversial zoning change that would have allowed apartment buildings to be constructed on Chesley Hill Road.

The move by the Planning Board to amend the zoning to allow apartments met with stiff resistance from the public at a hearing earlier this year.

Property owners said rezoning would lead to more crime and a decline in property values.

The rejection is seen as a huge victory for Chesley Hill Road residents who were outspoken in their resistance to any zoning change.
