Woman gets 12 months in Medicaid fraud case involving son

CONCORD - A Manchester woman has been has been sentenced for her role in a 14-month Medicaid fraud scheme.

Between December 2020 and February 2022, Fawn Gobis, 60, submitted false timesheets and documentation to a Medicaid area agency, fraudulently claiming her son, Cody Gobis, was providing Medicaid-covered services to a recipient in New Hampshire.

In reality, Cody was living in Colorado and could not have rendered the services, a release from the Attorney Generals Office stated on Wednesday.

Based on this false information, the agency submitted claims to Medicaid, and Gobis unlawfully received $10,998.15 in benefits. Cody Gobis pleaded guilty in July 2024 to a class A misdemeanor charge of Receiving Stolen Property for his involvement.

Following a jury trial in August 2025, Fawn Gobis was convicted of class A felony Theft by Deception, and two class B felonies: Medicaid Fraud - False Claims and Medicaid Fraud - False Statements. On Oct. 14, the Court sentenced her to 12 months in jail on the Theft by Deception charge, with six months suspended for two years pending good behavior. For the remaining charges, she received 1-3 years in prison, fully suspended for seven years under similar conditions. These sentences will run consecutively, if imposed. Additional conditions include no contact with agency witnesses, prohibition from handling Medicaid funds, and restitution of $10,998.15 to the NH Department of Health and Human Services.
